This three-story brick residence dates back to the early 1800s and was built by Williams B. Phillips. The building's nickname came about after Phillips disappeared when only the frame of the structure had been built, making others believe he ran out of money to finish the place. Phillips came back years later and finished building the home, and became the town mayor in 1833. In the basement of the home was a jail cell, in which many drunks and runaway slaves were imprisoned. A later owner of the home, John Armstrong, died in the house in 1851, and his apparition has been spotted with his ghostly dog on the upstairs front porch. Another former resident, John Pearce, has also been seen here as a ghost, he was said to either have committed suicide in the back parlor or died fighting a duel. Reports say the eerie sounds of a duel have been heard in the house.

Phillips Folly house

I was working across the street from the Phillips Folly house and heard about it's history. My name is John Reed and was creeper out to find one of the previous owners had the same name. One night I creeper around the place and took pictures. I sat on the back porch and spoke the name John Reed and seconds later heard knock knock knock like someone walking across the floor so I left. Later I discovered a ghostly woman and child in period clothing walking up the stairs. I still have that photo, and I'm a believer.
